SRINAGAR: In a significant development, Chief Secretary Atal Dulloo chaired a high-level meeting with Administrative Secretaries to address challenges related to promotions and compassionate appointments in Jammu and Kashmir government departments.

  1. Promotion Quota Vacancies
    • Vacancies Identified: A total of 4825 non-gazetted and 272 gazetted posts remain unfilled.
    • Regularisation of Employees: Dulloo stressed the importance of conducting regular Departmental Promotion Committee (DPC) meetings to ensure timely career advancement.
    • Officiating Pay Grade (OPG) Employees: Departments were urged to expedite regularisation of employees currently working under the OPG mode through DPCs.
  2. Revision of Recruitment Rules
    • The ARI and Trainings Department was instructed to finalise revised recruitment rules promptly to facilitate smoother promotions and appointments.
  3. Pending Compassionate Appointments
    • Rehabilitation Assistance Scheme (RAS): Of 1151 cases, 507 have been forwarded to departments.
    • SRO-43 Cases: 175 cases are still pending, with most expected to be resolved shortly.
  4. Promotions in 2024
    • DPC Meetings Held:
      • 76 DPCs convened at the Head of Department level.
      • 14 DPCs held at the Administrative/PSC level.
    • Backlog: Despite these efforts, 929 non-gazetted and 231 gazetted employees are awaiting regularisation.
  5. Misconduct Cases
    • Of 900 Regular Departmental Actions (RDA) reported:
      • 468 cases remain active.
      • 351 cases concluded, with appropriate disciplinary actions taken.
    • Dulloo called for strict action against erring employees to maintain discipline.

  • Ensure accountability and transparency in all administrative processes.
  • Expedite compassionate appointments and resolve pending cases promptly.
  • Prioritise regularisation of promotions and address issues like ad-hoc promotions systematically.
  • Take decisive action on misconduct cases to uphold administrative integrity.

This meeting underscored the government’s commitment to improving administrative efficiency and resolving long-pending employee matters in a timely and effective manner.
